The CIAC (Computer Incident Advisory Capability) was established in 1989
to serve the Department of Energy. They publish a great website with
information available to the public on (among other things) Internet
Hoaxes, Chain Letters, and Viruses. They also have a mailing list which
they provide to keep the recipients updated with "...important,
time-critical computer security information."
